You are responsible for what you cause but not what you trigger. The issues you cause are issues you either cause intentionally, or should be aware you’re causing as a direct consequence of what you do or say.
The issues you trigger are associated with the issues you cause but may not be logically related to them. Triggered issues are reasonably related but not based on commonly or even uncommonly accepted reasons. Triggered issues cannot be accurately predicted. In most cases they cannot be predicted at all.
